So, is this what normally happens:
- Someone wants a rule change.
- Stick it on the agenda/proposal
- Word it differently in the meeting, so it's passed without any fuss
- Turns out the rule change is rubbish.
- Have to wait till next year to change it back, in the meantime the nationals suffer!
