Brushless motors will feel notchy like that when pushed.
Easiest way to tell is drop the pinion gear off it and spin the wheels by hand to make sure it's nice and free and no obvious bad noise... then hold spur gear with finger and rotate one wheel back and forth to check if diff is feeling smooth.
If diff feels 'notchy' or like it's grinding in anyway then it needs a rebuild and regrease.
There are some nice official TLR vids on youtube that show how to build diffs and shocks etc to good standards.
As for those tyres ballooning... dirt tyres will do that easily as they are much softer than compounds we would run on astro/carpet in UK, although most tyres will balloon if revved up when not in contact with track.
best not to rev it up as you can stretch/damage the inserts/tyres and if a tyre comes off it could cause an injury... very easy to get burns from them!
What surface are you looking to run it on? Proline Bowties are a dirt/clay tyre and won't be much use on anything else.
