I also had this problem with trying to mount the low profile staggers to slim wheels. The problem is the slim wheels are only 2.1" diameter where the tyres themselves are 2.2" diameter so the tyres will seem baggy around the wheel on the slims.
Just mount the staggers to the standard wheels which are 2.2" diameter and glue the inside of the tyre to the inner middle rib and cut off the unused wheel with a pair of scissors.
I did try the tyres on the 2.1" wheels once and due to the saggy nature offered very snatchy inconsistent performance so don't bother with them at all.
I'm not sure what tyres Schumacher design those wheels for tbh.
