Would come down to driver ability more then....

I think you'd need to give a couple of choices, like a dry weather and wet weather tire.

Personally I don't think Ballistics work everywhere, particularly when it comes to dry grass tracks.

Although everyone would be in the same situation. It would also make car set-up more critical, which may or may not be a good thing.
