They both do different jobs and offer different handling tuning so i wouldn't compare them as a simple fix.

What are you aiming to achieve by adding extra weight?

The TLR weight is great for bolting on when it is wet to increase needed rear traction or to use on very bumpy tracks to keep the wheels pressed into the track... it's not really used for running on high grip flat surfaces as it will tend to cause more roll, more pendulum effect and a loose back end on corner entry/mid corner

The cream weight is more for balance and to increase forward drive as a more permanent set up tool on high grip tracks.

With any type of weight, you add it or remove it depending on track conditions.
