Well to get them approved, first they have to actually be legal.
The packs must have been tested to confirm they meet the relevant safety regulations. The importer has to show they meet their legal requirements.
Then they have to be widely available in the UK. Now there are some lipos that are sold from only one or two shops that import them, but they are available from the importer to any other shop that wants to sell them. If Hobbyking UK are the official importer then I believe they would have to make the batteries available through the trade to any other shop that wants to sell them.
Considering how small the racing market is compared to bashers, and how many club racers are already using them, I don't think Hobbyking would be in much of a rush to get them approved. Especially as all the costs and requirements of approval would put up the prices of the batteries.
