Didn't intend to avoid your questions, and your right I'm not an elected official, just one member trying to help a confused other member - please see detailed answers to questions below

As Navan is only open during the week to NNN members it would be unfair to allow practice for some RCCAOI competitors and not for others on the lead up to the event. Also, work being carried out on the track may result in people wanting to practice being turned away. NNN closed the track with the Section Reps agreement.

This didn't happen at the other rounds. Not Correct. Yes it did.
Why can it happen now?

Is this something that is stated in the rules. I don't have the time to read the rules. But as a very long time member of the RCCAOI and holding various committee position in that time. This is the first time I every heard of this being discussed for 1/10 off-road. Doesn't require ruling. RCCAOI rules are applicable to RCCAOI meetings only. Not practice or any other day at the club except RCCAOI meetings.

It would be helpful for all concerned if the section chairman could show where in the rules it allows for this. He may do.

As I've already asked if this is official then it should be sent out to the membership by the official representative, the RCCAOI 1/10 scale section chairman.

How do you close off a public park? Not closing off the public park, just stopping people from practicing on the track.
A rule that cannot be enforced is not a rule.
(How was this enforced? What proof was there that no-one used the track.) Several random visits by committee members at key time on the lead up to the event.

This year, Round 1, did this happen. Any reference to where the DMCC stated the the track / venue would be closed the week before the national.
Are you 100% there was no regular Thursday night practice evening, the week before the national?
(Again how was this enforced / policed.)
Thursday night racing did not take place as the track was being finished. If there is no track how can you practice?

The year, Round 2, the club only has access to the track on pre-definded dates. So the track was not specifically 'off-limits' due to the national round. There was no access to the track regardless of what was happening at the week-end.

Really this is a matter for the section chairman to answer. The questions raised need to be answered by an actual official.
