Depends to an extent on the motor, fortunately 19T are not as hard to gear as 27T, but any way.

Big track (outdoors) you are looking at 6:1 overall as a safe starting point, smaller tracks (indoors) something closer to 7:1 is a safe start.

If the car is topping out early on the straight go up a tooth at a time. If it is not reaching top speed at all on the track then go down a tooth.
