In reality you almost never hit a wall like that. I believe it's much more common to hit a wall from an angle so the bumper does not help much. The smaller bumpers are only there to protect the chassis.
Older cars had bigger bumpers to protect even more but those bumpers were ditched from the racing models because they caused more trouble (interfering with other cars) than they helped on the track.
