You can't set-up a new club section, it is done by the previously mentioned people with "admin" level access. The club needs to be well established and reasonably well known with enough members using this forum to make it a worth while addition the the RC community. The section would then need to have it's own moderator allocated (this would be someone associated with the club) and (I assume) the club probably be better if it was BRCA affiliated.
