Default xx4 slipper issues

so im trying to get my beast on the road and having issues with rebuilding the slipper.

i followed the manual and reconciled with the oople build but something not quite right. the pinion meshes with the spur nicely but drive is not transferred to the pulley. the spur screams away with no transfer to the pulley. i continue to tighten the locknut but little or no difference. i keep tightening to the point that it doesnt make sense to tighten the locknut anymore but still no difference!

it seems to me that the only issue could be that there is not adequate friction between the components that sit between the pulley and the spur - this means it can only be the slipper pad or the plate that sits between slipper bad and pulley...

any thoughts?
