I'm sure even at your work, if someone is told to do something because it is potentially unsafe, and they continue to ignore it, they would be sent home (i.e. suspended), this is no different, people have been told a number of times now over a period of at least a year.
This is not a potential problem that will result in a minor injury, it has the potential to have a serious outcome. If you think the BRCA stance is wrong I'm happy to pass your comments to the BRCA and I'm sure they will only be to happy to reply to you directly.
