As if someone was an F3 and they qualified as an F2 on the last round (before the BRC) it doesnt mean they can then Enter the F2s similiary it won't exclude them for the F3,4,5s.
If you start the season as an F3 for example, you would stay as an F3 till the end of that season. I could be worng, that's how I've always understood it.

You don't qualify by your "next years" license grade. You gain eligibility to race in the event based on the grade you are this year, so if you are an F2 this year, you can't do the F3's this year, even if you are last in the regional championship!
By qualify I think it means if the region get awarded 10 places, then they should be offered to the top 10 in the region (who want to go). If the championship is not over yet then that is obviously difficult to do
The F2's/Vets is usually a VERY popular event, so there has to be a means of deciding who goes.
