Because it doesn't
Turning it down over the transmitter leaves you with fairly bad throttle feel. Much better to go for something moderate like an 8.5T and give it a little boost over the speedo in case you realy need it than resorting to turning down a very fast motor.
Honestly though, an 8.5T will be more than sufficient in 99% of all cases.
