If you want them to stop spinning just add some Tamiya AW Grease in there. It's VERY sticky, so it's ideal to slow down everything, for example making a gear diff tighter that can't be filled with oil, like many of Tamiya's older diffs, but it will work for keeping your bearings rotating inside, and not as a whole

If there's actual slop, I'd replace the hubs or put your bearings inside with some silicon sealant. It is of course soft-ish and with impacts it will still move, but this will be relatively gradual and the actual slop the hub added to the construction before will be gone.
