yes,buying second hand normally brings the price down,either way a ESC is a ESC and radio is radio.new or used they will do the same thing.the only thing really that you will need to buy new is the car or a very well looked after car as you don't want one which has slop or been well used.
i bought my stuff used and got it under £400
hotbodies d4 = £85

total cost is approx £325.
its not the gear in the car thats going to make you win,its how you drive and how your car is set up.
best way is as others have said,get down to your local club and ask whats good and what going etc,as i kno my car is old so i doubt you will see a d4 on the track.
buying a car that others have would be an advantage as you could borrow spares if need be
