I would say that additive is used to increase the grip overall of the tyres, if applied correctly, throughout the race. This is a minimum requirement, I would say.

Tyres warmers tend to help get the tyres up to temperature quicker. Therefore, they help you get better grip levels immediately, rather than waiting for a few laps before they warm up. But they don't add any more grip overall. Depending on what tyres you use, tyre warmers can be an unnecessary evil by either overheating the tyres, or heating them up too early so that you overheat the tyres towards the end of the race.
