Do you mean when you turn the one wheel, should it keep rotating when you let go - as a measure of how tight it should be? uhm, well it certainly shouldn't spin 'freely'.

To test the slipper I put the car on my lap so the back wheels are locked and move the spur with my thumb. As long as the slipper is moving instead of the diff it should be ok.
