That's not how I understand it.

Once you've worked out all the calculations and percentages, to give you the number of F2's etc.. You then basically start at the top of the championship table and work down from there, making sure you exclude any driver that has gained their F1, F2 or demoted F1 from the 2007 Nationals.

So even a driver that has only completed 3 rounds, but say made the A at all 3 can still get a license.
