I'd seek advice from an audiophile forum if you want objective opinion; you're specifically after advice on noise-cancelling headphones that'll work and actively cancel noise even when you're not listening to anything in particular.
I looked into a few years ago when I was flying regularly and looked at proper BOSE noise cancelling headphones - but they'd be at least double your budget. But if you have tinnitus and really want to protect your ears when flying then you may consider it worthwhile.
As an alternative, you could have some proper/professional earplugs made; would involve have a cast made of your ears and then plugs moulded from that. As an alternative you could look at getting proper ear defenders such as Peltor.
Try somewhere like avforums for advice on active noise cancelling headphones, perhaps?
