Have you considered ear bud earphones? For that price you can get some quite good ones. Admittedly some are better at blocking noise than others, but depending on the design you can get a really good seal in the ear which keeps music in and noise out.
Some people find such earphones quite invasive which I can understand, but they are effective. A good pair can be as comfortable or possibly more comfortable than ear phones. I have some Klipsch X10's which I'm really happy with, although as it happens not the best for noise blocking.
