I'm not sure it can be calculated like that:
Rule 21.4.2, which you stated in your post.
Regional formulae will be allocated on a percentage basis as follows: the number of drivers that satisfy the point scoring requirements for a Region‟s particular Series will be used as the base figure.
Which implies to me that all drivers have to compete in the same number of rounds to be included in the F grading calculation.
The "points scoring requirement" in our case being stated on the results page of:
Best 4 rounds from 6 count toward overall total.
The current calculation favours those that have competed in more rounds rather than the ability of the drivers taking part. Which won't affect the overall winner but does distort the regional gradings achieved by racers.
As I see it there would be nothing to stop you using the best 1, 2, 3, 4, 5 or 6 from the six rounds, but you can't use all the drivers that have scored in the regional series.
