No, you don't have to be from Ireland to represent Ireland.
However, you have to be proposed (you can propose yourself) and seconded (generally by the RCCAOI secretary) to gain entry to the national series. If the powers that be judge that a "foreign" entry was counter to the good of the sport they could reject your entry. This has never happened though.
