You can't compare the two.

The KV rating is a measure of the motors unloaded RPMs per volt.

The number of turns is related to the way the motor is actually constructed.

Depending on the way a motor is built it can have very different KV even with the same number of turns.

You also need to bear in mind that KV is not an indication of power. Some motors may have high RPM but relatively low power.

At a very rough guess the 3300KV motor in the RTR will be close to a 13.5 sensored brushed. The RTR comes with a sensorless system which is not really comparable to the sensored racing systems and probably isn't built to the BRCA rules for motor construction (if the race is being run to them).
