Any of the current crop of 2wd cars would be ideal for a beginner such as yourself, with most being a competitive choice for a beginner or world champ level driver. All are tunable with with option parts and changing the set-up so it really is down to personal preference and the following:
Whats your budget? Along with the obvious you might need some tires, tools, a few spares and paint for the shell. I know some shops in the past have offered deals on buying everything you need to get you racing, so ring up and pop into some shops and talk to the people you will be buying your car from. It all soon adds up and you only want to have to buy thing once.
Where can you get spares from? Does your local model shop stock things or would you have to use mail order.
What cars are raced at your local club? There's normally a reason why one car might be more common than others at certain clubs so look into why, it's also you source for help and advice on everything from building and maintenance to setting up and perhaps helping out with spares should you be unfortunate and break.
For a beginner I would always recommend buying new as you know exactly what your getting and a good model shop will be able to sell you something that will keep you competitive for at least a couple of seasons while your ability improves.
