The top links are for camber but when adjusted it has a knock on effect on toe in and out. Adjusting the toe in and out doesn't have the same effect on camber.
If you set up car,(to degree measurements at wheels) camber should be set before toe.
Yes out of the box at specs in build manual, visually mine looked to have 0 deg toe in and a small amount of negative camber.Have you tried with 21mm top link yet?
Also make sure top links are in the correct holes in shock mount and hub. If you move to different holes links will need adjustment to keep same geometry
