It could be static but I'd say it's the film you're using leaving a residue which creates this, it doesn't look too bad to be honest but I'd guess at the film. The liquid mask is super cool and because of the nature of this type of painting ( in the respect of laying the darker colours down first so you don't have to re mask over them before you do the next colour ) I'd highly recommend it ! Also because you can draw the design on the shell and then cut out you don't have to worry about laying the film down in the correct place to avoid crinkles and blow unders.

Liquid mask is the future ! ( and the past, I've used it for about 10 years and it's well worth the drying time which is it's only down side ).
