Yep. I've done it by hand.
I used a drill at first, well a drill bit in a dremel type tool and then used a cone shape tool on the dremel.
I also used a special countersink tool to better effect. it was just part of one of those cheap drill bit kits that come in a vac formed plastic case. I imagine you can get one cheap from wilko. I had to use it in a drill though as it had a large fitting that wouldnt go in the dremel.
