Dont get me wrong, the fez handles awesome and is an awesome track car, however, tuning them is like pissing in the wind.
Iv done all the work on this myself with the help from my old man, so thats saved a fair few £££'s.
i really rate the peugeot 306 gti6's. Pick up a good looked after one for £900 quid.
Or if you wanted to spend the whole budget on one, a renualtsport clio 172/182 is where i would put my money. I wouldnt use a turbo car for regular track use. You could buy a clio, do a few breathing mods and be flying past some higher powered motors.
But for a first track car, id go for something cheaper like the 306 or a phase 1 clio 172. That way, your not going to lose a lot of money if circumstances change and you decide you dont have enough time to do track days etc.
For £3500 i picked up this which would have been perfect for track use, everything was in place if i had got rid of the bling bits:
