Really high grip, or if you have a Cougar seems to be the norm. They just settle down the twitchyness of a car, but i found they push quite a bit on something like a CR2. You can get really consistant runs with them though.
And

Under what conditions would a cut stagger tyre be used over a standard stagger tyre?
I found they bite more on turn in and hold on better through the corner, this is on a CR2 again.
