Although there might not be an official rule about letting people apst to lap, I think the sensible ones will be doing something like that anyways as it doesn't drain the driver anywhere near as much over longer times. The smarter teams will keep circulating at their own pace and getting longer duration out of tyres, batteries motors etc. whilst those working too hard will be in the pits replacing those same parts or even more.
