Simple really.
FTD is really a thing of the past. It only really works when racing indoors as the track pretty much stays the same throughout the race meeting.
Outdoors however is a different ball game.
The weather plays such a big part of racing in the UK and especially where astroturf is concerned.
For example if it rains halfway through qualifying then the 'wet' heats will obviously be slower than the dry. A massive advantage will be gained by running in the dry.
Round by round evens things out over the course of qualifying hence why it's the adopted format for all off road racing at National level.
