Not too sure about your idea but I am in total agreement that something needs to be done to stop the locals having such an advantage, again you can almost predict who is going to be in the majority of the A finals and for the "nearly made it"'s its the same old story.

I bet that most of the A finalists have practiced on the track for about 3 months before
