Try passing the axle through a ring spanner or socket so that it supports the inner race. Place a nut on the axle and leave flush the the threads. This is so you don't damage the axle threads then tap the axle.

You could try warming the bearing as it may expand quicker than the axle.

If the bearing is damaged use a dremel cutting disc or similar.
