I say this because certain parties around here looked into building such a facility in Manchester, and the general conclusion was that costs exceeded the likely revenue. Now admittedly this was for a true indoor track in a rented building in town, rather than a shed in a field, but some of the issues remain.
Generally people were keen to race on a dirt track, but not so keen to pay extra to do so.
Jo90 - I raced at Harwood Hall a few times in my youth. Fun surface, fine for my RC10 but I remember we used to have to strip down the gearbox on my brothers Cougar every round as it would fill up with dirt!

knowing james and his enthusiasm for the sport he is not doing it to become a millionaire, i believe the site the existing track is on is also ( or was) used for other things too, i also believe the plan is to have it roofed and not fully enclosed.
James will not have asked the question and looked into planning etc without having somthing sorted in the pipe line
