i think what jimmy is saying is a good idea
but another option would be to do 2 nationals ie for each track that holds a national run it twice for diffrent people then at the end of the nationals have a big super final with all the top drivers from both nationals racing to see whos the best this would allow more people to run the nationals and allow wildcard entries
