The shocks need a little air in them to work right. If you want you can build them with a diaphragm #W6006, I ran them like that for a bit but actually went back to the standard setting because it seemed "right".

I always used to top fill the shock. Fill the shock more or less to the brim, tighten the top, compress the shaft, it should move freely to the limit of it's travel with little or no rebound. When the shaft is fully extended it should not be pull itself back in at all.

There is a little bit of trial and error involved but with a bit of practice they will be pretty smooth, but you will hear the air bubbles squeak. Most of the leaking problems people experience are because the shock is overfilled and the oil has to come out somewhere.
