It's not "right outside" where we live, but on the regular pavement (I live in a block of flats, so don't have my "own" section).
This is just it, if I move it, and don't move all of it for whatever reason, and then someone has an accident, I can be sued. I'll get onto the council to sort it, but I shouldn't need to clean up after some drunken idiot has dropped their bottle.
