The trouble is (and I think someone has said something similar), the people (and in this case, local counils), react the wrong way to h&s. Outside where I live, there's been a broken bottle on the pavement in a location that's really busy, and it's been there nearly a month without anyone clearing it away. If someone falls, because of the also badly maintained pavement, then isn't the people responsible for maintaining that pavement partly responsible responsible, and also the people who didn't move the broken bottle if people get hurt by it. Of course some people will fall without any help

At the same time, anyone in a wheelchair, would have to go right out of their way to avoid it, crossing the road at possible dangerous locations, and possibly puncturing their tyres if they don't see it in time.

We don't have signs on our rc cars stating "requires maintenance otherwise will drive like crap" because we don't need them, but we do need to remember to maintain our cars, regardless of how well we're good at that.
