As Tony isn't on I'll offer my opinion (feel free to ignor).
Virtually all 2wds have a tendency to pick up their nose on hard acceleration and a bit of weight out front helps keep it down. Also when it gets slippery a bit extra weight puts a bit more load on the front tires which helps compensate a little for the reduction in bite.
You want the weight low to aid roll and pitch stability, with the design of the RB5 the only low places you can add weight is inside the front bulkhead / nose (I've got about 30g of melted in lead inside mine), the front hinge pin mount (like the one Ghea do) and in the servo tray area.
Tony has designed a piece that adds a fair chunck of weight low but as it lifts the servo a little it will still raise the front ends centre of mass relative to the front hinge pins ... still about the best compromise possible inside the RB5s crowded nose..
I don't run any weight there, only inside the nose (have a Ghea hinge pin block / bulkhead but haven't run it in dry conditions and only once in the wet) and I have 10g on the top of the upper front chassis brace and 5g on top of the servo, both come on and off as the conditions require.
I personal like the weight a little higher as it helps the car roll a little, generating mechanical grip from the camber change, but can see why others like it lower.
What that piece does is offer a good tuning aid, not a bad price either
