I had this problem but within this country. When I picked a van up it was soaking wet having just been washed. I did notice a nail in the tyre when he showed me round pointing out all the previous damage to the van. The tyre was fixed before I took it.
When I returned the van he went straight to a dent high up on the van and tried to make me pay £200 damage repair costs. I disputed that I caused the damage and demanded to see the manager. I told him I could not have seen the damage when I signed for the van as they had washed it and it was still wet and how the hell out of all the van did his man go straight to a small dent about 1" dia.
I accused them of trying to con me and also asked them for proof of any other repairs to damage that they had claimed from customers before as the certainly had not repaired anything with the money collected from other customers. They backed down at this point as I was going to ring the police and get them involved.
This may be a trick rental companies do worldwide. Ask them if they showed you existing damage on the car before you took it out can they provide proof of accident date of them and why they have not repaired them after collecting damage payments from previous customers. You may get them to back down if you accuse them of taking money intended for repairs and pocketing it.
