Couple of points on that, 1) I can't see Moto Arena turning away revenue from people using the bigger tracks 2) it wouldn't make for a fun day out if your child gets told no! 3) and if you have to pay to use the track then everyone has a legal right to use it unless it could harm or kill them. Such as motorsport or flying.
Just a thought. Agree it's the best thing to do but don't think it can be done.
