Ah..... I think I understand now more what mean.

Don't think you'll get heat shrink big enough for what you want.
But what you could do is, shrink the packs as per the photo, 4 cells.
Then cut away the heat shrink, where it covers the connecting bar between each cell, this would then allow the equaliser to make a connection, as well as the heat shrink holding the packs together.
