This just gets stranger, checked again with the multimeter and there is a circuit from the -ve pin to the -ve socket even though I can't see one. What there isn't is a circuit from the +ve pin to the centre +ve of the socket, so I've just soldered a wire to form one, and now it charges OK.

Wonder if the diode has blown as there is definitely something called D2 in the +ve circuit.
