It's left over material from the plating process. In other words the shocks are dirty. All that has to be done is spray them well with car deagreaser and wip the left over residue. You can repreat the cleaning a couple of times to be sure. That should remove all the little shiny bits that make it feel rough.

yeah there is a layer of soapy looking stuff inside and outside of the shock bores when you get them, had it with the catsx aswell.. i just gave them a good clean and polish to remove that white stuff....
