No matter what is done, the system is open to abuse. It's just a question of making it a little bit harder so the lazy scammers (and they are, otherwise they'd get a job like the rest of us) give in.
IMO the solution is min 10 posts (easy to check then if they're relevant or junk), 6 month membership and a total ban on paypal gift.
