A lot depends on where you are going to race. It is wise to get a car that others are using at the sight. This gives you two major advantages.
You will be able to get lots of advice on setup for the track and people will be able to help with repairs or spares if you don't happen to have the right thing. Spares are an important part of the equation.
Do go for Lipos. NiMh are a false economy these days especially if you need to get batteries and a charger from the start. You can get a way with one Lipo pack to start with as they have great capacity and can be charged straight after racing for the next round without any negative effects.
Budget for extras such as tyres (key performance factor depenfing on the suurface you are running on), tools and even paint. You will probably soon need a bit of money for spares.
