The rules are "No cut and shut" which means, cutting of tyre and reglueing, we are not reglueing tire to tire.
What we are doing is cutting the bead and glueing to wheel. Many of us do this all the time, the only difference being this time is we are pushing the tire back before glueing.... I personally can't see a problem, but it all depends who and how the rules are interpretted.
