Fill the shock body to just below the beginning of the threads. Push the seal packet so that it is touching the ball end. Drop the piston into the oil and push down slowly. Screw in the seals packet slowly(!). The excess oil will seep out and you're done.

Found this quicker and easier than the other method but both work fine.

I do it this way too.
