The task bar is still only for programs as far as I know, which is why pinning a folder simply pins the Explorer program as a whole.
In case you didn't realise, a right-click on the Explorer icon brings up a list of frequent items and the usual library ones (documents, pictures, etc.). A half-way house perhaps, but may help.
I guess you'll just have to stick with a desktop shortcut for specific folders.
